Without a licence and a permit from Dubai’s Department of Economy and Tourism (DET, formerly DTCM), you may not offer your apartment to guests for a single night, and you may not even advertise it. The permit is only the beginning, though: around it stand an insurer, a bank, a smart lock, an inspector, monthly payments and guests you must register in the official system within three hours. And next to the authority there is the business side the regulations say nothing about: listings on the platforms, seasonal pricing, guest enquiries, reviews, cleaning after every stay. This article lists everything you need to have in place before the first guest arrives, what comes back every month, what it costs in 2026 and what happens when something is missing. So that you can decide with your eyes open whether to do it yourself from abroad or hand it over to a property manager.

We are talking only about the short-term model, meaning a licensed holiday home priced per night through Airbnb, Booking.com or a direct channel. An annual tenancy contract registered with Ejari has its own rules and its own figures, and you will not find them here. The difference between the two models is covered in our article on short-term and long-term rentals in Dubai; here we focus only on the permit and everything that comes with it.

Table of Contents

Is short-term renting of an apartment in Dubai legal?

Who applies for the permit: the owner or the property manager?

Which apartments cannot get a permit?

What must the apartment meet before the inspector arrives?

Which documents does DET require and how long does it take?

How much does a holiday home permit cost in 2026?

Fee exemption until April 2027

Tourism Dirham: the guest pays, you remit it

What belongs in the cost, even if it is not in the tariff

How do you pay for all of this from abroad?

What are the fines for renting without a permit?

What do you have to handle if you manage the apartment yourself?

What does it cost to run once the apartment is let?

When does it make sense to hand the apartment over to a property manager?

What does property management look like when you entrust it to CzechIn.ae?

What an owner can do now

Frequently asked questions

Is Airbnb legal in Dubai?

How much does a holiday home permit in Dubai cost?

Can I let my Dubai apartment to guests myself from abroad?

What is the fine for renting without a permit?

What is the Tourism Dirham and who pays it?

Do I need insurance for a short-term rental in Dubai?

What does a holiday home manager do for you and how much do they charge?

Is short-term renting of an apartment in Dubai legal?

Yes, but only with a licence and a permit. Decree No. 41 of 2013 states that no one may operate holiday homes without a licence from the authority, neither an individual nor a company (Article 3). The implementing regulation, Administrative Resolution No. 1 of 2020, adds a second layer: on top of the operator’s licence, every single unit must have its own permit.

The system therefore has three levels: a one-off registration in the Holiday Homes system, an operator’s licence (an individual, or a company with a Vacation Homes Rental trade licence) and a permit for the specific unit, which is issued for 3 to 12 months and has to be renewed.

The platforms check it too. In its guidance for hosts in Dubai, Airbnb asks hosts to add the unit’s permit number to the listing once they have registered with DET. Resolution 1/2020 also requires the permit number to appear in all advertising, printed and online, and the permit itself must be displayed in the apartment.

Who applies for the permit: the owner or the property manager?

Either the owner as an individual, or a licensed operator to whom the owner entrusts the unit. An owner can register at most 8 units in the DET system; for more, they need a company licence or hand the units over to a licensed company. The first obstacle for owners without UAE residency: to register as an owner, DET requires an Emirates ID, and the name on the account must match the title deed. According to the government portal u.ae, the Emirates ID is a mandatory document for citizens and residents, and its validity is tied to the residence visa; a tourist or a property owner without a visa does not have one. For the permit itself, a signed copy of the passport is enough.

An owner without an Emirates ID therefore takes the second route: they entrust the unit to a licensed operator, who registers it under their own licence and obtains the permit on the basis of the owner’s authorisation (a Property Management Letter based on the DET template). The DET user guide sets out what the contract between owner and operator must contain: a term of no more than one year, with the permit not valid for longer than the contract; how the revenue is split, as a percentage or a fixed amount; who pays for the permit, maintenance and insurance; and the rule that the owner does not use the apartment during the contract unless they expressly agree otherwise. How to choose a property manager and what they charge is covered in our article on property management fees in Dubai.

Which apartments cannot get a permit?

Those in hotel buildings and those whose sale and purchase agreement prohibits short-term renting. On the pages of its permit renewal service and in the questions on the application, DET lists further conditions:

The title deed must be for a residential unit. For an apartment without a title deed, DET accepts the sale and purchase agreement with proof of full payment, or a letter from the developer confirming that the unit is residential and free of debts.

No permits are issued in hotels and hotel apartments.

If the sale and purchase agreement (SPA) expressly rules out operating a holiday home, the application will not go through. DET cancels a permit issued on the basis of false information.

A villa must stand in a gated community with at least four villas. For commercial villas on main roads, DET decides case by case.

The whole unit is always let. Letting by room or by bed is a violation with a fine.

When the owner or the DEWA account changes, the permit cannot be renewed; the new owner registers the unit again.

DET asks for the developer’s consent (NOC) where one is required. Ask the building management about it before you buy the apartment. It is better to learn that a building does not allow short-term accommodation before the purchase than from the authority.

What must the apartment meet before the inspector arrives?

The equipment listed in Appendix 1 of the DET user guide, plus a smart lock. Before the permit is issued, you classify the unit yourself as standard or deluxe, and DET verifies it with an inspection; during the inspection the apartment must be empty, without guests. Whatever the inspector flags has to be fixed within two weeks, after which they come back, and they also carry out random checks later.

The minimum for both classes: Wi-Fi, a washer-dryer, a safe, a first aid kit, a fire extinguisher, emergency procedures and contacts in Arabic and English, a guest guide with DET’s contact for complaints, and a sign with the address, class, permit number and the operator’s phone number. A bedroom must be at least 12 m² (a studio 17 m²), and for the deluxe class 14 m² (a studio 20 m²); deluxe also means an en-suite bathroom in the main bedroom, a hairdryer and, from two bedrooms up, a dishwasher.

Two obligations you will not find in older guides: the front door must have a smart lock approved by SIRA and connected to the Keyless system, and below the DEWA plate on the outside of the door there must be a sticker with the unit’s QR code, through which guests and neighbours can send complaints straight to DET. None of this can be arranged by email: someone has to install the lock, print and attach the sticker, clear the apartment before the inspection and open it for the inspector.

Which documents does DET require and how long does it take?

Six documents and one working day. For a new permit application, DET lists:

the title deed, or a sale and purchase agreement approved by the Dubai Land Department,

the developer’s consent (NOC), if required,

a signed copy of the owner’s passport or Emirates ID; for a company, a copy of the trade licence and proof of the authorised signatory,

the operator’s authorisation (Property Management Letter) based on the DET template, and if it is signed by a representative, a power of attorney as well,

a current DEWA bill for the unit,

a comprehensive insurance policy from an insurer licensed in Dubai, covering damage suffered by guests and valid for the whole term of the licence.

The application is submitted in the Holiday Homes portal and DET processes it within one working day. The permit is valid for 3 to 12 months, depending on the agreement between owner and operator; the fee is the same regardless of the term, and the permit does not renew itself: the renewal application must be filed before it expires, otherwise DET starts the procedure for closing the unit. What the policy must cover and why standard home insurance will not do is explained in our article on insurance for short-term rentals.

How much does a holiday home permit cost in 2026?

A one-off registration of 1,520 AED and an annual permit of 370 to 1,270 AED, depending on the number of bedrooms. Until April 2027, however, DET waives both items, more on that below. The base tariff is set by Executive Council Resolution No. 49 of 2014: 300 AED per bedroom per year, capped at 1,200 AED per unit, plus 50 AED for the classification certificate and two 10 AED charges, the knowledge and innovation fees that Dubai authorities add to their fees.

Item

New permit

Renewal

Registration in the Holiday Homes system (one-off)

1,520 AED

not charged

Studio or 1 bedroom

370 AED

320 AED

2 bedrooms

670 AED

620 AED

3 bedrooms

970 AED

920 AED

4 or more bedrooms (cap)

1,270 AED

1,220 AED

DET fees for a holiday home permit according to DET’s service pages as of 14 September 2026, in dirhams (AED). In its questions and answers on the package, DET specifies that the exemption covers the fees for unit permits as well as for registration in the system, and applies from May 2026 to April 2027. Anyone obtaining or renewing a permit now therefore does not pay the amounts in the table; DET does not say whether the exemption also covers the twenty-dirham administrative charges. From May 2027, expect the tariff to apply again. And do not confuse this with the first package from April 2026, which only deferred the fees.

Tourism Dirham: the guest pays, you remit it

The permit comes with the Tourism Dirham fee: 10 AED per bedroom per night for the standard class and 15 AED for deluxe, regardless of the number of guests. For stays longer than 30 nights, only the first 30 count. The fee is collected from the guest and must appear on their invoice as a separate item; the operator remits it to DET by the 15th day of the following month at the latest, otherwise a penalty of 10% of the amount due applies, at least 1,000 AED. According to DET, the exemption from remitting the Tourism Dirham only covered March to May 2026; today the fee is collected and remitted as normal.

What belongs in the cost, even if it is not in the tariff

Insurance from a Dubai insurer, a SIRA smart lock, additional equipment under Appendix 1 and the operator’s fee. DET does not set prices for the policy or the lock; they follow the market. Management fees for the short-term model typically range between 15% and 25% of gross revenue. Have it written into the contract what the manager includes in that rate, in other words whether it covers obtaining the permit, the insurance and remitting the Tourism Dirham; the DET user guide directly requires the contract to set out how these costs are split.

How do you pay for all of this from abroad?

Through the portal, by transfer to an account at a Dubai bank, or in cash and by cheque at DET’s counter. For registration the authority offers online payment, a direct deposit to a Dubai Islamic Bank account, and cash or cheque through the Al Ansari exchange; the Tourism Dirham is paid online from the payment order in the system, by cheque deposit, or by transfer to DET’s account at Emirates NBD. For an owner in the Czech Republic or elsewhere in Europe, that means either international transfers with fees and the bank’s exchange rate, or an account in the Emirates. A non-resident, however, can only get a savings account, not a current account: the Emirates NBD key facts statement from January 2026 reserves current accounts for residents, opens a savings account for non-residents as well, requires a minimum balance from 3,000 AED and charges a monthly fee if it is not maintained.

On top of that comes the DEWA account. For the permit you need a current electricity and water bill for the unit, which for a holiday home is in the owner’s name, not the guest’s. On activation, the owner of the apartment pays a deposit of 2,000 AED and then pays the guests’ consumption every month: electricity, water, cooling. Charging guests extra for electricity and water is a violation with a fine of 2,000 AED. Add the internet, which is mandatory equipment, and the insurance policy, which is renewed every year. Each of these payments has its own account, its own due date and its own reminder.

What are the fines for renting without a permit?

A fine of 5,000 AED for operating without a licence, doubled for a repeat within a year up to a cap of 100,000 AED, and closure of the unit. The schedule is in Appendix 2 of Executive Council Resolution No. 49 of 2014, and DET reprints it unchanged in its current user guide. We have selected the items that concern the owner:

Violation

Fine

Operating without a licence

5,000 AED

Letting a unit without DET’s prior approval

2,000 AED

Operating while the licence is suspended

20,000 AED

Operating a unit closed by DET

3,000 AED

False information or documents

5,000 AED

Missing or expired insurance

2,000 AED

Incomplete guest data or failure to keep records

1,000 AED

Failure to provide data to DET on time

500 AED

Charging guests extra for electricity and water

2,000 AED

Letting by room or by bed

500 AED

Obstructing a DET inspection

10,000 AED

Selected fines from Appendix 2 of Executive Council Resolution No. 49 of 2014, in dirhams (AED). If the same violation is repeated within one year, the fine doubles, up to a maximum of 100,000 AED.

For scale: the fine for operating without a licence equals almost 24 nights of rental at the average nightly rate of 208.51 AED achieved by the portfolio we managed in August 2026. A single oversight therefore wipes out roughly a month of revenue, and that is before the Tourism Dirham penalty and the other fines in the table, which add up.

A fine is not the only consequence. DET can close the unit: it sends a notice, gives at least three days to put things right and then sends an inspector. A closed unit must disappear from all listings, guests are moved to an equivalent unit and any outstanding Tourism Dirham must be paid. DET starts the same procedure when a permit expires without being renewed. And because Airbnb asks for the permit number when the listing is created, operating without a permit today effectively means operating outside Airbnb.

What do you have to handle if you manage the apartment yourself?

More than the tariff suggests. The permit is the entry ticket, operation is the obligation, and the DET user guide spells it out in detail. Here is the list, sorted by how often each task comes back:

Once, at the start:

check the sale and purchase agreement, the developer’s consent and that the building is not a hotel,

transfer the DEWA account to your name, pay the deposit and set up the internet,

take out a policy with an insurer licensed in Dubai,

have a SIRA smart lock installed and equip the apartment under Appendix 1, including the sign and the QR sticker,

write the terms for guests and the house rules in Arabic and English and display them,

register in the DET system, classify the apartment, pass the inspection and obtain the permit.

For every guest:

hand over the keys and a clean, ready apartment, with two sets of bed linen and towels for every bed,

within 3 hours of arrival, register the guest in the Holiday Homes 2.0 system with a copy of their passport and verified details, and check them out the same way,

issue the check-in document, which also serves as the contract (for no more than 3 months, renewable); any other type of contract automatically cancels the permit,

collect the Tourism Dirham and show it on the invoice as a separate item,

enforce the house rules: guests’ visitors may not stay between midnight and eight in the morning, keep noise down especially between 22:00 and 8:00, no parties, and evict guests who break the rules,

if the air conditioning stops working or water leaks in the apartment, provide the guest with an equivalent alternative apartment at no extra charge.

Every month:

remit the Tourism Dirham for the previous month by the 15th,

pay DEWA, cooling and the internet,

keep a complaints and emergency line available 24 hours a day and document every complaint, including when it came in and what was done about it,

maintain the apartment; regular maintenance is an obligation with its own fine.

Every year:

apply to renew the permit before it expires, with an updated authorisation and a new DEWA bill,

renew the insurance policy,

keep paper and electronic records for at least three years and provide them to DET on request.

And on top of that, the business side the authority says nothing about:

listings on Airbnb and Booking.com: professional photos, a description in English, the DET permit number in the listing, a calendar synchronised across platforms; in the case of an overbooking, Booking.com charges commission and asks you to cover the cost of relocating the guest,

prices adjusted to the season, events and occupancy in the area, otherwise the apartment either stands empty or sells below its value,

guest enquiries before booking and during the stay, across all the time zones people fly to Dubai from,

reviews, which a new listing needs to stand out at all, and responses to the bad ones,

deposits, damage and claims, including disputes through the platform,

cleaning and a change of linen after every stay, restocking the soap, shampoo and toiletries that Appendix 1 requires,

minor repairs and replacing appliances and furniture, which guests wear out faster than a tenant on an annual lease.

All of this can be done from abroad, but not without someone on the ground. Dubai is two to three hours ahead of Central Europe, a guest arrives at three in the morning your time and the three-hour deadline is running. Someone has to hand over the keys, check the passport, fix the lock, open the door for the inspector. And an alternative apartment when the air conditioning breaks down will not come from an owner who has one apartment in Dubai; it comes from an operator who manages dozens. This is the work a property manager takes over, and also the reason why short-term rentals in Dubai are run through licensed companies.

What does it cost to run once the apartment is let?

Platform commissions, cleaning after every stay, utilities, insurance, maintenance and time. The permit fee is the smallest item in that total. Which of these items stay with the owner and which the manager takes over is decided by the contract; the DET user guide wants the split of costs to be stated in it explicitly.

When does it make sense to hand the apartment over to a property manager?

When you do not have residency in Dubai, or you do not live there and do not want to be on the phone at three in the morning. Without an Emirates ID you cannot complete the DET registration yourself, so for owners living abroad the route through a licensed operator is not just more convenient but often the only one. A manager charges 15% to 25% of gross revenue for it, and the terms of the contract are dictated by the DET user guide: a contract for at most one year, the permit ends with it, and the owner does not use the apartment during the contract unless they expressly agree otherwise. That is the price you pay, and it is fair to see all of it.

In return you get a licence under which the apartment runs legally, listings, prices and reviews you do not have to build from scratch, and someone who registers guests within three hours, cleans up after them, remits the Tourism Dirham, pays DEWA, renews the permit and, when something breaks, moves the guests to another apartment in the portfolio. Whether the short-term model pays off for you at all is a matter of gross versus net, which we explain in our article on gross and net rental yield. It leads on gross yield: for the second quarter of 2026, the index by First Class Property Management reports 7.2% for comparable one-bedroom apartments, against 5.2% on an annual contract. But cleaning, utilities, management and the permit are all paid by the owner. We compare both models in more detail in the article on short-term versus long-term rentals.

What does property management look like when you entrust it to CzechIn.ae?

One contract, one statement and someone in Dubai who does everything on the lists above for you. We manage more than 100 apartments, and in August 2026 our portfolio reached an occupancy of 77.45% with 2,545 nights sold, at an average rate of 208.51 AED per night; more than three quarters of revenue came through Airbnb. The process is the same for every apartment:

Initial consultation. We go through the apartment, the sale and purchase agreement, the building and your expectations, and tell you straight away whether the unit is usable for short-term rental.

Preparation. Additional equipment under Appendix 1, insurance, the lock, registering the unit under our licence and the DET permit, photography, the description and pricing.

Operation. Listings on Booking.com, Airbnb and other platforms, seasonal pricing, guest communication and 24-hour support, registering guests in the DET system, key handover, cleaning and laundry after every stay, maintenance, remitting the Tourism Dirham, DEWA payments.

Payout. We collect the full amount for the stay from guests in advance and guarantee its payment, and you receive a regular statement.

Behind this is a real estate agency with RERA licence #45274, six years on the market, more than 400 completed transactions, an office in Arjan and 283 Google reviews rated Excellent (as of September 2026). We agree the management fee for each specific unit; the market range of 15% to 25% of gross revenue is a guide, not a price list. And what the DET user guide says applies: a one-year contract, you use the apartment during it only by agreement, and the permit runs under our licence.

What an owner can do now

Do you already own an apartment in Dubai and want to let it to guests? Go through the list above and answer honestly how much of it you can handle from abroad. See what our property management takes over for you: from the permit, listings and guest stays to cleaning, remitting the Tourism Dirham and regular statements. To give you an idea, three apartments we manage: a studio in JVC, a studio in Arjan near Miracle Garden or a one-bedroom apartment near JBR beach.

Are you still choosing an apartment that you plan to let by the night? Ask three questions about every unit: whether the sale and purchase agreement rules out holiday homes, whether the building is a hotel and whether the developer gives its consent. Browse our current selection of projects in Dubai; for each project we will tell you whether it is usable for short-term rental at all.

Frequently asked questions

Is Airbnb legal in Dubai?

Yes, with a licence and a permit from DET. Decree No. 41 of 2013 prohibits letting holiday homes without a licence, and the implementing regulation of 2020 adds a permit for every unit. Airbnb asks hosts to add the permit number to the listing right after registering with DET. Without a permit you face a fine of 5,000 AED and closure of the apartment.

How much does a holiday home permit in Dubai cost?

Registration in the DET system costs a one-off 1,520 AED, a permit for a unit 370 to 1,270 AED a year depending on the number of bedrooms, and a renewal is 50 AED cheaper. From May 2026 to April 2027, DET waives both items as part of the Dubai government’s incentive package.

Can I let my Dubai apartment to guests myself from abroad?

On paper yes, in practice hardly. To register as an owner, DET requires an Emirates ID, which only holders of a residence visa have. Then you must register every guest in the system within 3 hours of arrival, keep a line open 24 hours a day, remit the Tourism Dirham by the 15th and provide an alternative apartment when something breaks. That is why owners without residency go through a licensed operator.

What is the fine for renting without a permit?

Under Executive Council Resolution No. 49/2014, operating without a licence costs 5,000 AED, letting a unit without DET’s approval 2,000 AED and operating while the licence is suspended 20,000 AED. A repeat within a year doubles the fine, up to 100,000 AED. DET can also close the apartment.

What is the Tourism Dirham and who pays it?

A tourism fee the guest pays per bedroom per night: 10 AED for the standard class and 15 AED for deluxe, for no more than the first 30 nights of a stay. The operator shows it on the invoice as a separate item and remits it to DET by the 15th of the following month, otherwise a penalty of at least 1,000 AED applies.

Do I need insurance for a short-term rental in Dubai?

Yes. Both the implementing regulation and the DET user guide require a comprehensive policy from an insurer licensed in Dubai, covering damage suffered by guests and valid for the whole term of the licence. Without it the authority will not issue the permit, and operating with an expired policy costs 2,000 AED. DET does not set the price of the policy; it follows the market.

What does a holiday home manager do for you and how much do they charge?

They register the apartment under their licence and obtain the DET permit, create listings on Airbnb and Booking.com, set prices, communicate with guests, register them in the DET system, hand over keys, clean and do the laundry after every stay, remit the Tourism Dirham, pay DEWA and handle maintenance.
